Emerging Leaders Institute

To prepare the next generation of leaders, ELD offers the Emerging Leaders Institute. The Institute uses assessment tools, formal instruction, cohort group discussions, interaction with experienced state managers, and guided reflection to help emerging leaders take the stage for the next era in state government.

ELI is a development program for a select group of thirty emerging leaders from across state government that is designed to help them become successful and effective leaders in tomorrow's workplace.

  • At least 2 years of state service by the time of the application deadline and currently employed by the state (executive branch or non-political constitutional office and legislative offices);
  • Support from the employee's supervisor and agency; and
  • A commitment to attend all classes and complete all assignments.


  • Receive personal feedback on their leadership competencies, creative style and problem solving skills
  • Interact with each other in small cohort discussion groups
  • Gain information and insights tied to the unique needs of public sector leaders
  • Participate in discussions on topics including the challenges and rewards of public sector leadership
  • Take a 360-degree assessment and receive feedback on their leadership strengths and development needs


Participants will be chosen by a selection committee including agency heads, experienced state leaders, and a past program participant. The committee will consider applicant responses to application questions, the supervisor's letter of support, and the letter of recommendation.

A day and one-half each month for seven months beginning in September 2012, plus approximately two hours per week for outside assignments (for example, reading, homework, meeting with coaches, etc.).

Applicants will be required to attend sessions on the following dates:

September 13 - 14, 2012
October 11 - 12, 2012
November 15 - 16, 2012
December 13 - 14, 2012
January 17 - 18, 2013
February 21 - 22, 2013
March 21 - 22, 2013

Thursday sessions are scheduled from 1:00 to 4:30 p.m., and Friday sessions will be held from 8:30 a.m. to 4:30 p.m.

In addition, each participant will be required to allocate up to two hours each week between sessions for homework and/or other projects as assigned.



Tuition for the Emerging Leaders Institute is $3100 per individual. This fee includes all session materials, Friday lunch, and parking. The participants are responsible for travel and lodging costs. Your agency will be invoiced and payment must be received prior to the first day of the program, which is Thursday, September 13, 2012.



Applicants may self-select or may be nominated by their supervisor or manager. In either case, the application must be accompanied by a letter of supervisory/managerial support and one other letter of recommendation, as requested in the application. The letter of supervisory/managerial support must be on letterhead, and both letters must be signed. (Signatures may be scanned in if electronically submitted.)

Step 3: Submit your completed application and letters of recommendation.

All applications must be received by 3:00 p.m. Monday, June 11, 2012, to be considered, regardless of delivery method. No late or incomplete submissions will be considered.

It is clear to me that we can no more create leaders simply by providing a leadership course, than we can create an artist simply by providing an art course. We can, however, provide a sanctuary for motivated learners, and we can help them draw out of one another the capacities and qualities each will need to successfully lead in complex situations.
