Prior to joining Enterprise Learning & Development in 2011, Bill spent 3 years teaching in the MBA program at Concordia University (St Paul, MN) and the Master of HR and Change Leadership program at the University of St Thomas (St Paul, MN). It was during this time that he also completed and successfully defended his dissertation for a doctorate (EdD) in organization learning and development from the University of St Thomas. Pursuit of his doctorate was prompted in large part to his experiences during the 25 years he managed the technology and software development operations for a variety of private sector public and privately-held organizations. Bill came to understand that employee development and interpersonal dynamics, more so than technology expertise, were primary contributors to the success realized by the departments and teams he managed. A lifelong learner, Bill also earned an MBA with a concentration in management from the University of St Thomas.

KATHIE KOSHAREK is a management consultant with ELD. She previously spent 10 years with the Department of Employment and Economic Development at the South Minneapolis WorkForce Center where she helped people manage the transition process between jobs. She has designed and taught numerous workshops and presentations, which she has delivered for the WorkForce Center, professional associations, and other community organizations. Previous to working at DEED, Kathie worked in various business settings for 15 years, from a Fortune 500 company to a small privately owned manufacturing business. Kathie holds a Master's degree in Human Development from St. Mary's University with specializations in career and change management along with the creative thinking process. She has additional training in coaching individuals and groups and is qualified to administer and interpret the Myers-Briggs Type Indicator.

TERRI HIEB, a career-long public servant, joined ELD in November of 2003, after the merger of the Department of Employee Relations Training and Development Resource Center and Administration's MAD.

She coordinates the Management and Supervisory Core programs and is responsible for the division's purchasing.

She previously worked in the Telecommunications Division of Administration and the Human Resource Management Division of the Department of Employee Relations.



Lovlie Bromley, has been with State of Minnesota for more than 12 years. She joined the Enterprise Learning and Development unit on a part-time basis in January of 2010, and in January of 2011 joined the team full-time.

She coordinates the Pre-Planning for Retirement Seminar and the State Retirement Seminar. She is also responsible for the majority of the division's invoicing.

She previously worked in the Human Resource Management Division of the Department of Employee Relations, and remained in the division through the merging of the Department of Employee Relations and the Department of Finance in 2008.
